Dr. Emmanuel Vincent Boutsa is a Nigerian executive, development strategist, and business leader based in Abuja, with extensive experience spanning international development, corporate administration, finance, youth empowerment, and real estate enterprise.
He currently serves in a leadership capacity as a Director associated with the United Nations Economic and Social Council (ECOSOC), contributing to global policy dialogue and socio-economic development initiatives. His international experience also includes prior service as a Director with the United Nations University in Japan, where he supported research, capacity building, and sustainable development programmes.
Dr. Boutsa has a strong background in corporate administration, having served as Director of Administration at Success Point Group of Companies. In this role, he oversaw organisational operations, strategic planning, and institutional growth across multiple business units.
A committed advocate for youth empowerment and digital inclusion, he serves as the Executive Director of the Northern Youths Initiative for Information Technology Development (NYIITD) in Nigeria. Through this platform, he has championed programmes that equip young people with critical ICT skills, foster innovation, and promote socio-economic inclusion.
In the private sector, Dr. Boutsa is the Chief Executive Officer of HTE Homes and Properties Enterprise, a real estate firm focused on property development, investment, and housing solutions. His leadership has contributed to expanding access to quality housing and advancing sustainable real estate practices.
Professionally, Dr. Boutsa is a member of the Institute of Chartered Accountants of Nigeria (ICAN), reflecting his expertise in financial management, accountability, and corporate governance. He also serves on the boards of several organisations, providing strategic oversight, governance expertise, and policy guidance.
